    How does a student qualify for English Learner (EL) services?

    1. Home Language Survey

    When a child enrolls in a Washington state school, the family fills out the Home Language Survey as part of the online enrollment process. This survey is available in many languages.

    2. Placement Screener

    If the answer to question #2 or #3 on the Home Language Survey is a language other than English, the student is given an English language placement screener (called the English Language Proficiency Assessment for the 21st Century) within ten days of attendance. The screener assesses listening, speaking, reading and writing.

    3. Results of Placement Screener

    The placement screener will place students at one of these levels:

    • Emerging (Levels 1 or 2)
    • Progressing (Level 3)
    • Proficient (Level 4 or Level 5 - Does not qualify for EL Services)

    Emerging and Progressing EL students will receive language acquisition services. Parents will be notified by letter if their child qualifies for these services.

    Students who have been in US schools for less than one year AND scored Level 1 on the placement test may be eligible for the Newcomer Program.

    How are EL language skills monitored?

    EL students take an annual assessment, called the English Language Proficiency Assessment for the 21st Century (ELPA21), in February or March each year . (Link to OSPI)

    It is a computer-based assessment that assesses listening, speaking, reading, and writing.
    The assessment will show each student’s language growth and current EL level.

    How do EL students exit the program?

    If a student scores Proficient (Level 4 or above) on the ELPA21 Annual assessment, they will not receive EL services the following school year.

    The student will be monitored for two years to ensure the student is meeting standards.
